According to the Sunday Mirror, there are six names at the top of the club's wish list, which is headed by classy midfielders Joao Moutinho and Willian.
Shakhtar Donetsk have already held talks with Spurs chairman Daniel Levy over a deal for Brazilian midfielder Willian, while Porto ace Moutinho is another target.
If bids to land the pair fail, Villas-Boas wants to raid London neighbours Fulham for Moussa Dembele.
Raul Meireles of Chelsea, Yann M'Vila of Rennes and Malaga's Isco are back-up options.
Spurs are also desperate to bring in a new number one and France international Hugo Lloris seems the most obvious candidate.
However, if the club are unable to lure him to White Hart Lane for a fee of up to £11million, they will turn to Roma's Maarten Stekelenburg.
